The Structure of your local Police Service and Contact Information

Firstly I would like to introduce myself, I am Dave Lowe Police Constable 985, I have 24years service in Lancashire Police, the first 10 years of my career I served the communities of East Lancashire in Colne, Nelson and Burnley. I transferred to Northern Division in 1990 when I took up the role as Rural Beat officer for the villages of Bolton le Sands and Slyne with Hest. In 1998 the rural beats for the geographic area were closed and I was transferred to Carnforth.

Since then the Policing structure for the area has changed many times, but recently the Constabulary has invested in Community Policing with the full support of the current Chief Constable Paul Stephenson and the Chief Superintendent for Northern Division Wendy Walker. We are committed to regain the contact with the community. Within this structure I again have the responsibility for Bolton le sands and Slyne with Hest with my new title of Community Beat Manager (CBM). I work from Carnforth Police Office together with four other CBMs who have the responsibility for Carnforth and the other surrounding villages and two Police Support Officers. My role is to integrate with the community, to identify their needs and any problems and to work with other agencies such as County, City and Parish Councils, Schools and Churches, to find a long-term solution to these problems.

Inevitably there is a degree of confusion within the community about how to contact the Police, so I will try and clear up any ambiguity. Firstly the 999 system, this should be used if there is a crime in progress or there has been a road collision, for example if you are awakened by a noise and looking out your window you see someone coming out of your garden shed carrying your property then you should dial 999, there are patrols covering from Morecambe on a 24 hour basis and these officers will be deployed immediately and will have a good chance of detaining offenders, recovering your property and securing evidence. If you awake in the morning to find your shed has been broken into at some time overnight but the offenders were not seen then you should telephone Lancaster control room on the non-emergency number. If you want any advice or to make contact with me personally you should use any of the methods listed below. I work a 40-hour week and on each of my duty days I check my voicemail and emails and will return your calls as soon as possible. I also hold regular Police Surgeries, they are currently every six weeks but I am hoping to increase their frequency. These are held between 09.00 and 10.30 at the Memorial Hall, Hanging Green Lane, Hest Bank and 10.45 and 12.15 inside the Library, Main Road, Bolton le Sands.
